Russian jet passes at close range over US warship in Black Sea

April 14, 2014: The USS Donald Cook is docked in the Black Sea port of Constanta, Romania.AP

A Russian warplane made several close-range passes by an American warship in the Black Sea over the weekend, in what the Pentagon is calling a "provocative" move amid escalating tensions in the region.

The jet, a Russian Su-24, made numerous low-altitude passes on Saturday over the USS Donald Cook, a guided-missile Navy destroyer in the western Black Sea, the Pentagon confirmed.

According to officials, the jet made a total of 12 passes over the course of 90 minutes. It did not once respond to multiple contacts and warnings from the USS Donald Cook, despite the fact that the U.S. Navy ship was able to reach the cockpit directly.

The Pentagon says that the jet had no visible missiles attached to its wings and that the incident ended without any exchange of fire.

"This provocative and unprofessional Russian action is inconsistent with international protocols and previous agreements of a professional interaction between our militaries," Pentagon spokesman Col. Steve Warren said.

The low altitude of the jet varied at times from "virtual sea level to several thousand feet," Warren said.  The jet did not "buzz" the Cook, but "flew too close," he said.

A second Russian Su-24 was in the area the entire time, but did not make any similarly provocative maneuvers.

The Pentagon says there has been no official communication with the Russians since the incident, and that a formal protest has not yet been filed.

It's not unusual for U.S. Navy ships to operate in the Black Sea. The Donald Cook moved into the region last week for what the Navy called "routine operations," though the deployment is seen mostly as a symbolic response to tensions along the Ukrainian-Russian border.

The jet encounter further escalates those tensions as pro-Russian protesters seize or block government buildings in eastern Ukraine. U.S. officials have accused Moscow of fueling the unrest, as was alleged in the Crimean Peninsula last month.

The Obama administration has threatened further sanctions amid the violence.

Fox News' Justin Fishel and The Associated Press contributed to this report.

Pentagon: Russian spy ship operating near US

A Russian intelligence-gathering ship has been operating off the U.S. East Coast and near the Gulf of Mexico for the past month, the Pentagon said Thursday.

"We are aware that the Russian ships Viktor Leonov and Nikolay Chiker are currently operating in waters that are beyond U.S. territorial seas but near Cuba," said Lt. Col. Tom Crosson, a Pentagon spokesman. "We respect the freedom of all nations, as reflected in international law, to operate military vessels beyond the territorial seas of other nations."

The Leonov is an intelligence gathering ship outfitted with high-tech electronic spying gear. The Chiker is an ocean-going naval tug that has been accompanying the spy ship on its mission. Pentagon officials suspect the ships were part of a spying operation since March against the U.S. nuclear missile submarine base at Kings Bay, Ga. and other U.S. military facilities.

Both ships were detected operating off the coast of Florida near the U.S. Naval Station Mayport, Fla., which is south of the Naval Submarine Base Kings Bay.

The Russian intelligence gathering coincides with heightened tensions between the United States and Russia over Moscow's recent military annexation of Ukraine's Crimea.

An official said it is possible that the electronic spying is related to watching U.S. nuclear missile submarines as part of a Russian nuclear exercise.

Russian separatists down 2 choppers, fighting spreads to Odessa as Ukraine teeters

Pro-Russian separatists shot down two helicopters in a key eastern Ukrainian city, and fighting in the port city of Odessa triggered a fire that killed dozens, as the embattled nation moved closer to the brink of civil war.

Interim Ukraine President Oleksandr Turchynov said "many" pro-Russia rebels have been killed, injured and arrested in a major offensive to regain control of Slavyansk, though it was not clear if the Kiev-backed forces had succeeded. Russia reacted angrily to the offensive by Ukrainian security forces, calling for an emergency meeting of the UN Security Council after a spokesman for President Vladimir Putin warned it "effectively destroyed the last hope for the implementation of the Geneva agreements."

In the Black Sea port city of Odessa, Ukraine's third-largest city, a fire that broke out in a trade union building amid clashes killed 31. Fighting there represented another ominous milestone in the conflict that threatens to become a full-blown civil war, as Odessa holds huge historic significance for Russians and Ukrainians alike.

A Ukrainian Defense Ministry spokesman told Fox News that two Ukrainian helicopters were shot down and two of their crewmembers were killed and several Ukrainian soldiers were injured in the fighting around Slovyansk.

Residents of the city of 130,000 in the divided province of Donetsk were warned to stay indoors as a Ukrainian "anti-terrorist operation" was mounted. Two Mi24 helicopters were taken down with mobile surface-to-air missiles, killing two military officers and injuring others, according to the Ukrainian Defense Ministry website. Another army helicopter, an Mi8, was damaged but no one was hurt, it said.

The Ukrainian Security Service said its forces were fighting "highly skilled foreign military men" in Slovyansk. The clash seemed to counter Russia's claims that the city is under control of civilians who took up arms.

Stella Khorosheva, a spokeswoman for the pro-Russian militants, said one of their men was killed and another injured. She offered no further details.

A Reuters photographer said he saw a military helicopter open fire on the outskirts of the town and a reporter heard gunfire. Pro-Russia forces told Reuters they were under attack and that at least one helicopter had been shot down.

Vyacheslav Ponomarev, the insurgency-appointed mayor of Slovyansk, told Fox News that three Ukrainian helicopters had been shot down. He said that one pilot was killed and another had ran away from the scene.

The Ukrainian interior minister, Arsen Avakov, said on his official Facebook page that government troops met fierce resistance, but had managed to take control of nine checkpoints on roads around Slovyansk.

The official spokesman for the military wing of the pro-Russian forces, who will give only his first name, Vladislav, said fighting had broken out at several points around the city. He said government armored vehicles were seen on roads leading into Slovyansk and claimed that Ukrainian troops had made incursions into the city itself.

By nightfall, Ukrainian troops and armored personnel carriers blocked all major roads into Slovyansk, and the central part of the city remained in the hands of pro-Russia gunmen, according to Associated Press journalists inside. Most shops were closed, and the few that were open were crowded with customers stocking up on supplies.

It appeared to be the first major assault against the insurgents, who have seized police stations and other government buildings in about a dozen cities in southeastern Ukraine.

The armed element of the insurgency focused on Slovyansk, a city 100 miles west of Russia in which seven European military observers from the Organization for Security and Cooperation in Europe remain held by pro-Russia gunmen.

Dmitry Peskov, Putin's spokesman said the Kremlin had sent an envoy to Ukraine's southeast to negotiate the release of foreign military observers who were captured by pro-Russian militia in Slovyansk.

In comments to Russian news agencies, Peskov did not specify where Vladimir Lukin was sent to but said the Kremlin has not been able to get in touch with him since Ukraine launched the offensive.

Moscow has consistently denounced Ukrainian security forces' largely ineffectual operation against the eastern insurgents and warned they should not commit violence against civilians.

In a telephone conversation with German Chancellor Angela Merkel on Thursday, Putin said the removal of military units was the "main thing," but it was unclear if that could be construed as an outright demand.

“Putin emphasized that it was imperative today to withdraw all military units from the southeastern regions, stop the violence and immediately launch a broad national dialogue as part of the constitutional reform process involving all regions and political forces,” the Russian government said in a statement, according to The New York Times.

Oleksandr Turchynov's conscription order marked a turnaround for the country, which last year announced plans to end military conscription in favor of an all-volunteer force. His order did not specify where conscript-bolstered forces could be deployed. The renewal of military conscription affects only men 18 to 25 years old.

Earlier in the week, the acting president said police and security forces had been effectively "helpless" against insurgents in the Donetsk and Luhansk regions, the heart of the unrest, and that efforts should be focused on preventing the instability from spreading to other parts of the country.

The Associated Press contributed to this report.

Ukraine soldiers killed in renewed Sloviansk fighting

Four Ukrainian soldiers have been killed and an army helicopter shot down by pro-Russian militants near the eastern city of Sloviansk, Kiev says.

It says the gunmen used heavy weapons against Ukraine's units involved in the "anti-terror" operation. Casualties were also reported among the rebels.

The militants are reported to have retreated towards the city centre which is now quiet, a BBC correspondent says.

The rebel stronghold remains sealed off by Ukrainian troops.

Pro-Russian militants have seized government buildings in a dozen or more Ukrainian cities in the east.

Kiev accuses Moscow of supporting and arming the gunmen - a claim denied by the Kremlin.

'Lull in fighting'
Speaking to reporters near Sloviansk, Ukrainian Interior Minister Arsen Avakov accused the militants of trying to ambush government forces on the outskirts of Sloviansk on Monday morning.

He blamed the rebels for using heavy weapons, including mortars.

The Ukrainian military later said that four soldiers had been killed and about 30 injured.

In a statement, the defence ministry confirmed that a helicopter has been shot down near Sloviansk.

The crew of the aircraft survived, largely because the helicopter crashed into a river, the ministry added. It was the third Ukrainian military helicopter to be downed over the city in recent days.

A BBC team which has reached the centre of Sloviansk says there has been a lull in the fighting between about 800 pro-Russian militants and Ukrainian troops.

Trading accusations
On Sunday, Ukrainian Prime Minister Arseniy Yatsenyuk accused Russia of executing a plan "to destroy Ukraine and its statehood".

He was speaking two days after dozens were killed in violence in the southern Ukrainian port city of Odessa.

"Russia's aim was to repeat in Odessa what is happening in the east of the country," he said, insisting Kiev had not lost control of the region.

The clashes on Friday left more than 40 dead, mostly pro-Russian separatists killed in a building fire.

Russia warned on Monday that failure to halt the escalating unrest would threaten peace across Europe.

Moscow called on Ukraine and the international community to step up "joint efforts" to end "racism, xenophobia, ethnic intolerance, (and) the glorification of the Nazis" - a reference to extremists Russia claims are committing "mass" rights violations in Ukraine.

Kiev describes the claims as blatant propaganda, and instead accuses the Russian authorities of turning their country into an authoritarian state.

Ukraine's President Viktor Yanukovych was overthrown by pro-Western protesters in February.

Russia then annexed the Crimean peninsula - part of Ukraine but with a Russian-speaking majority - in a move that provoked international outrage.

Despite the latest violence, Ukraine plans to hold a presidential election on 25 May.

Marines Move Ospreys for Possible Libya Evacuation
Published May 20, 2014Military.com

The Marine Corps has moved eight MV-22 Ospreys and 250 Marines to Naval Air Station Sigonella in Italy to potentially evacuate Americans from the U.S. Embassy in Tripoli, Libya, Marine Corps and Pentagon officials said.

Continued violence in the region has prompted Saudi Arabia and Algeria to evacuate their embassies in Tripoli and led the U.S. military to take preparatory measures in the event that the State Department requests evacuation assistance for U.S. personnel.

"This is about being on heightened alert and preparation," said Capt. Eric Flanagan, Marine Corps spokesman. "These moves will improve our capability to respond should the need arise. There is no request and no demand for a military operation at this time."

Pentagon officials say clashes between government forces, terrorist groups and local militias are getting close to U.S. facilities, therefore presenting risks and concerns.

The 250 Marines are from a Marine Air Ground Task Force, or MAGTAF, normally based in Moron, Spain. They are now in Sicily, along with the MV-22 Ospreys and three C-130 Hercules aircraft, said Rear Adm. John Kirby, the Pentagon press secretary.

"They're ready to go," Kirby said, indicating that the Marines would be quick to move in the event that an evacuation order is given.

Each Osprey can carry up to 24 people, Flanagan added, but Corps officials declined to discuss what a potential evacuation might look like.

"These forces are postured to respond to early reinforcement of U.S. facilities and early drawdown of US personnel before a crisis develops. Operational security and the wide range of possible missions preclude us from discussing tactics, techniques, procedures and alert postures or response times," Flanagan said.

The MAGTAF supplying the Marines is a special, self-sustainable rapid reaction unit of 850 Marines designed to be ready to respond to crises in the region.

ISIS moving seized US tanks, Humvees to Syria
By Bill GertzPublished June 17, 2014Washington Free Beacon

Syrian and Iraqi terrorist forces obtained significant numbers of tanks, trucks, and U.S.-origin Humvees in recent military operations in Iraq and those arms are being shipped to al Qaeda rebels in Syria, according to U.S. officials.

U.S. intelligence agencies reported this week that photos of the equipment transfers were posted online by the Islamic State of Iraq and the Levant (ISIL), also known as ISIS, the ultra-violent terror group that broke away from al Qaeda but shares its goals and philosophy.

Pentagon spokesman Cmdr. Bill Speaks confirmed the weapons transfers and expressed concerns about the captured arms.

“We’re aware of reports of some equipment—namely Humvees—and the pictures that have been posted online,” Speaks said in an email. “We are certainly concerned about these reports and are consulting with the Iraqi government to obtain solid confirmation on what assets may have fallen into ISIL’s hands.”

Speaks added that the loss of the equipment to the terrorist group is “really a matter for the Iraqi government to speak to publicly” because “it is their equipment.”

Exact numbers of captured arms and equipment are not known. The insurgents raided all the arms depots and vehicles belonging to Iraq’s Second Division, based in Mosul, which included a motorized brigade and several infantry brigades.

A defense official warned that ISIL claims that they have captured advanced weaponry, such as Blackhawk helicopters, are suspect.

“We do know that they made false claims last week, particularly with Blackhawk helicopters, which have never been sold to Iraq,” the official said.

Malaysia Airlines passenger jet reportedly shot down in Ukraine
Published July 17, 2014FoxNews.com

A Malaysian Airlines passenger plane with 295 aboard was shot down by a surface-to-air missile in Ukraine near the Russian border a day after a Ukrainian military jet was downed, according to multiple reports.

Multiple reports, including from Russia's Interfax news agency, said the Boeing 777 was shot down at cruising altitude. Anton Gerashenko, an adviser to Ukraine's Interior Minister told The Associated press that the plane, carrying 280 passengers and 15 crew people onboard was shot down by a missile fired from a Buk launcher. A similar launcher was seen by Associated Press journalists near the eastern Ukrainian town of Snizhne earlier Thursday.

"The President of Ukraine on behalf of the State expresses its deepest and most sincere condolences to the families and relatives of those killed in this terrible tragedy," said a statement released by Ukrainian President Petro Poroshenko's office. "Every possible search and rescue effort is being made."

The airline, which saw one of its fleet disappear over the Indian Ocean in March, confirmed only that "an incident" had occurred involving the Boeing 777, which was en route to Kuala Lumpur from Amsterdam.

“Malaysia Airlines has lost contact of MH17 from Amsterdam," read a tweet from the airline. "The last known position was over Ukrainian airspace. More details to follow,” read a tweet from Malaysia Airlines’ account.

Gerashenko wrote on his Facebook page the plane was flying at an altitude of 33,000 feet when it was hit. A Reuters correspondent near the scene reported seeing burning wreckage and bodies strewn across the ground. A Ukrainian Emergency official told the news agency body parts were scattered up to nine miles around the crash site and at least 100 bodies were seen.

The border area where the plane apparently went down, near the city of Kremenchuk, has been embroiled in the larger dispute between Ukraine and ethnic Russian separatists. Fighting has intensified in recent months in the region. A day before, according to the Ukrainian government, a Russian military plane shot down a Ukrainian fighter jet in Ukrainian airspace.

Both sides began pointing fingers following reports that the plane was shot down. Eastern Ukraine separatist leader Alexander Borodai told Reuters that Ukrainian military forces shot the jet down, but Kiev denied involvement. K.T. McFarland, a former deputy assistant secretary of defense under President Ronald Reagan, and a Fox News national security analyst said it is most likely the attack was the work of Russian separatists, not the Russian or Ukrainian army.

“I think it’s far more likely it was rebel forces in eastern Ukraine trying to get the Russian back involved," McFarland said.

Malaysian Defense Minister Hishammuddin Hussein said he has directed the country’s Ministry of Defense to investigate the incident, according to a message on his Twitter account. He said he could not confirm that the plane was shot down.

Pentagon Spokesman Col. Steve Warren said he was aware of reports of the downed passenger jet in Ukraine, but did not have further information.

A senior White House official said President Obama has been briefed on the incident. Rep. Michael McCaul, R-Texas, chairman of the House Homeland Security Committee, said whether it was intentional or accidental it is an "international incident" when a passenger jet is shot down. McCaul said he believed only a military grade weapon could have downed the plane.

The Boeing jets are equipped with twin Rolls-Royce Trent engines, typically cruises at 35,000 feet at speeds up to 639 miles per hour.

On March 8, Malaysia Airlines Flight 370, also a Boeing 777 and carrying 227 passengers and 12 crew on a route from Kuala Lumpur to Beijing, disappeared somewhere over the ocean. It has not been found.
