USA - Rusia >>>>> Guerra Fria V 2.0

Russian Su -24 scores off against the American "USS Donald Cook"

Russian Sukhoi Su -24 with the newest jamming complex paralyzed in the Black Sea the most modern American combat management system "Aegis" installed on the destroyer "USS Donald Cook". Pavel Zolotarev, Deputy Director, Institute of USA and Canada, shares details about this version which is being actively discussed in the Russian media and by bloggers.

US destroyer "Donald Cook" with cruise missiles "Tomahawk" entered the neutral waters of the Black Sea on April 10. The purpose was a demonstration of force and intimidation in connection with the position of Russia in Ukraine and Crimea. The appearance of American warships in these waters is in contradiction of the Montreux Convention about the nature and duration of stay in the Black Sea by the military ships of countries not washed by this sea.

In response, Russia sent an unarmed bomber Su- 24 to fly around the U.S. destroyer. However, experts say that this plane was equipped with the latest Russian electronic warfare complex. According to this version, "Aegis" spotted from afar the approaching aircraft, and sounded alarm. Everything went normally, American radars calculated the speed of the approaching target. And suddenly all the screens went blank. "Aegis" was not working any more, and the rockets could not get target information. Meanwhile, Su-24 flew over the deck of the destroyer, did battle turn and simulated missile attack on the target. Then it turned and repeated the maneuver. And did so 12 times.

Apparently, all efforts to revive the "Aegis" and provide target information for the defence failed. Russia's reaction to military pressure from the United States was profoundly calm, feels the Russian political scientist Pavel Zolotarev:

The demonstration was original enough. A bomber without any weapons, but having onboard equipment for jamming enemy radar, worked against a destroyer equipped with "Aegis", the most modern system of air and missile defence. But this system of mobile location, in this case the ship, has a significant drawback. That is, the target tracking capabilities. They work well when there is a number of these ships which can coordinate with each other somehow. In this case there was just one destroyer. And, apparently, the algorithm of the radar in the "Aegis” system on the destroyer did not load under the influence of jamming by the Su-24. It was therefore not only a nervous reaction to the fact of flying around by the Russin bomber which was common practice during the Cold War. The reaction of the Americans was due to the fact that most modern system, especially its informative or radar part, did not work adequately. Therefore, there was such a nervous reaction to the whole episode.

After the incident, the foreign media reported that "Donald Cook" was rushed into a port in Romania. There all the 27 members of the crew filed a letter of resignation. It seems that all 27 people have written that they are not going to risk their lives. This is indirectly confirmed by the Pentagon statement according to which the action demoralized the crew of the American ship.

What are the possible consequences of the incident provoked by the U.S. in the Black Sea? Pavel Zolotarev forecasts:

I think that Americans are somehow going to reflect on improving the system “Aegis". This is a purely military aspect. In political terms, there is hardly any likelihood of demonstrative steps by either side. That is enough. Meanwhile, for Americans it is a very unpleasant moment. In general, the missile defence system which they deploy involves huge expenditures. They have to prove each time that it is necessary to allocate funds from the budget. At the same time, the ground component of the ABM was tested in ideal conditions and showed a low efficiency. This fact is concealed by the Pentagon.

The most modern component, the sea-based system "Aegis" also showed its shortcomings in the present case.

The system with which the Russian Su-24 shocked the American destroyer "Donald Cook" has the code name "Khibiny". This is the name of the mountain range on the Kola Peninsula in the Arctic Circle. "Khibiny" is the newest complex for radioelectronic jamming of the enemy. They will be installed on all the advanced Russian planes .

Recently the complex has undergone regular testing exercises on the ground in Buryatia. Apparently, the tests which were conducted under conditions as close to real as possible, were successful.

Lavrov Blasts Kerry for Calling RT News Network ‘Propaganda Bullhorn’

Russian Foreign Minister Sergei Lavrov

MOSCOW, April 25 (RIA Novosti) – Russian Foreign Minister Sergei Lavrov has dismissed as unacceptable US Secretary of State John Kerry’s claim the RT news channel, which provides an alternative stance on world events, is a “propaganda bullhorn.”

“Speaking on mass media like this is not very cultured,” Lavrov told a CIS Youth Diplomats Forum Friday. He said he “could understand John Kerry as Russia Today has today become a serious rival for CNN and other Western media.”

The international multilingual Russia-based television network RT, previously known as Russia Today, has broken the monopoly of Western media and its alternative angle of events is gaining more popularity across the world, Lavrov said.

Some time ago, Western media were sure that they possibly had a full monopoly and faced no rivals, Lavrov said adding that “Russia Today has earned a huge audience in the US, West Europe, without speaking about Latin America and the Arab world.”

“We will be actively supporting this independent alternative viewpoint on what the Western propaganda tells us,” Lavrov said.

Earlier this month, RT was honored with a prestigious gold medal award at the New York Festivals, besting US-based CNN, and claiming an additional two bronze medals.

At a press conference at the State Department on Thursday, Kerry criticized the RT network.

“In fact, the propaganda bullhorn that is the state-sponsored RT program has been deployed to promote – actually, RT network – has been deployed to promote President [Vladimir] Putin’s fantasy about what is playing out on the ground,” he said.

RT Editor-in-Chief Margarita Simonyan said the news channel would send an official request to the US State Department to “point out the specific examples where RT distorted facts.”

“We regret that the head of the US foreign ministry knows so little about the situation that is really happening in Ukraine,” Simonyan said, adding that Kerry refuses to acknowledge the facts which he doesn’t like and allows himself to make such “unfounded accusations.”

Tensions between Moscow and Washington rose to a fever pitch following the reunification of Crimea with Russia in March. While the US supports the new Ukrainian authorities, who recently launched a military operation against pro-federalization supporters, Moscow has urged the White House to use its influence on Kiev to make it acknowledge responsibility for the ongoing crisis and implement an agreement reached last week in Geneva.

Russian Aircraft Flies Near U.S. Navy Ship in Black Sea

WASHINGTON, April 14, 2014 – A Russian attack aircraft repeatedly flew near the USS Donald Cook in international waters in the Black Sea on April 12, a Pentagon spokesman said today.

The USS Cook was patrolling in the western Black Sea when an unarmed Russian Su-24 Fencer attack aircraft repeatedly flew near the Navy ship, Army Col. Steve Warren told reporters.

“The aircraft did not respond to multiple queries and warnings from Donald Cook, and the event ended without incident after approximately 90 minutes,” Warren said. “This provocative and unprofessional Russian action is inconsistent with international protocols and previous agreements on the professional interaction between our militaries.”

Two Russian aircraft were present, but only one took part in the provocative actions, Warren said. The aircraft flew from near sea level to a couple of thousand feet, he added, but never overflew the U.S. Arleigh Burke-class destroyer.

“The Russian plane made a total of 12 passes,” he said.

The wingman stayed at a considerably higher altitude, Warren said.

Officials later said the aircraft approached within about 1,000 yards of the ship. The USS Cook was never in danger, Warren said.

“The Donald Cook is more than capable of defending itself against two Su-24s,” the colonel said.
Warren said he does not think this is an example of a young pilot joyriding. “I would have difficulty believing that two Russian pilots, on their own, would chose to take such an action,” he said. “We’ve seen the Russians conduct themselves unprofessionally and in violation of international norms in Ukraine for several months, and these continued acts of provocation and unprofessionalism do nothing to de-escalate the situation in Ukraine, which we called on the Russians to do.”

The Cook arrived in the Black Sea on April 10. The ship is now making a port call in Constanta, Romania.

Electronic Warfare

Defensive systems in legacy and production Flankers include a Radar Warning Receiver, mostly variants of the SPO-32 / L150 Pastel digital receiver carried. The latest subtypes like the Su-35BM/Su-35-1 carry the KNIRTI L175M Khibiny M Radio Frequency Surveillance (RFS = ESM/RHAW) system, initially developed for the Su-34 Fullback. The Khibiny M is believed to use a channelised receiver and most likely employs a wideband dual baseline interferometer in the forward sector, to permit passive targeting of Kh-31P and R-27P/R-77P variants in defence suppression and air combat roles.

Bear hunt: RAF pilots up close to Russian bombers

The Ministry of Defence has released images of Fife-based RAF Typhoon jets shadowing two Russian bombers after the aircraft flew close to UK airspace earlier this week.

The images of the Russian Tu-95 Bear H planes were taken high in the sky north of Shetland by RAF Leuchars-stationed Flt Lt Gary Montgomery.

The Tu-95s were detected close to UK airspace on Wednesday. Two Typhoons with 6 Sqd at Leuchars were scrambled to investigate.

The air station in Fife has a quick reaction alert (QRA) role which involves intercepting suspicious aircraft.

The RAF described the appearance of the Russian Bears as "routine". Similar incidents have occurred in the past.

In March 2010, two Tu-160 Blackjacks were shadowed by two F3 Tornados from Leuchars after they appeared off the Western Isles.

And in 2007, Tornado jets intercepted two Tu-95s spotted observing a Royal Navy exercise off the islands.

Three years ago, elements of Russia's Baltic Fleet gathered 30 miles (48km) off the Moray Firth to shelter from bad weather.

Speaking about Wednesday's encounter, Flt Lt Montgomery said: "We monitored their progress, including handing them over to Danish F-16 QRA aircraft as the Bears flew towards Denmark, then continued to monitor them as they returned and then departed towards Norwegian airspace."

The RAF Typhoon pilot added: "Intercepting Russian Bear aircraft is a routine occurrence for us, it's what we do to maintain UK sovereign airspace."

The MoD said similar incidents happened eight times during 2013.

A spokesman said: "Russian military flights have never entered UK sovereign airspace without authorisation."

Dutch fighter jets intercept 2 Russian bombers in their airspace

Dutch fighter jets scrambled Wednesday to intercept a pair of Russian military aircraft that entered their airspace, a fairly routine action that comes amid heightened tensions between Russia and NATO, a Dutch official said.

Spoiler:
Maj. Wilko Ter Horst said that the military learned around 3:50 p.m. (9:50 a.m. ET) that two Russian TU-95 bombers, known as Bears, had come a half-mile inside its airspace.

A pair of Dutch F-16 military jets were then dispatched to escort the Russian planes and "ensure they (flew) out of our airspace," said Ter Horst, a Dutch military spokesman.

Such a sequence of events isn't uncommon, with the Netherlands military spokesman explaining "this is a national procedure when aircraft infringe (on) national Dutch airspace." He estimated Dutch fighter jets scramble to check out unknown aircraft -- be they from Russia or another country -- about four or five times a year.

"It is not unusual," Ter Horst added. "Sometimes they cross Dutch airspace and sometimes they stay north of Dutch airspace (in the country's so-called area of responsibility)."

In this case, British military aircraft took over from the Dutch in escorting the Russian planes.

A British Defense Ministry spokesman said that planes from his military left from Royal Air Force station Leuchars "to determine the identity of unknown aircraft that approached the NATO Air Policing Area north of Scotland and could not be identified by other means."

These planes were later identified as the Russian military planes. The spokesman stressed that they didn't enter British airspace, nor has any Russian military plane ever done so.

"The Russian military aircraft remained in international airspace at all times, as they are perfectly entitled to do," the spokesman said.

In a separate and "standard" event, Britain's HMS Dragon met up with the Russian ship Vice Admiral Kulakov as it was "transiting past the UK," according to the military spokesman. The British naval destroyer is now "keeping an eye on its transit south," he added.

There was no immediate mention of this story on the English-language versions of at least two Russian state-run media outlets, RT and RIA Novosti.

While British Defense Secretary Philip Hammond said his military is always on alert "to intercept any non-NATO forces," he did not portray these specific incidents as alarming.

"Recent events have increased awareness of Russian military activity," Hammond said. "But we have always routinely intercepted, identified and escorted Russian air and naval assets that transit international airspace and waters within the UK's 'area of interest.'"

Both the Netherlands and the United Kingdom are part of NATO, which has been increasingly at odds with Russia over its activity in and around Ukraine.

The tensions ratcheted up late last year, when demonstrators pushed out Ukraine's president in part due to their anger about his moving away from an alliance with Europe and moving closer to Russia.

A pro-Western government took over in Kiev. Soon after, the Crimean peninsula seceded from Ukraine and became part of Russia.

Since then, Russia has deployed what NATO estimates to be 40,000 troops near its border with Ukraine, which has made other countries in the area nervous.

In an interview Wednesday with RT, Russian Foreign Minister Sergey Lavrov said that Russia would "certainly respond" if its interests were attacked in Ukraine.

"Russian citizens being attacked is an attack against the Russian Federation," Lavrov said.

US Navy destroyer Donald Cook makes 4-day stop in Romania’s Constanta
US Navy destroyer USS Donald Cook will make a stop in Romania’s seaside city of Constanta between April 14 and April 17, 2014.

On this occasion, the Romanian and American military will perform joint training activities in Romania’s territorial waters, but also in the international waters of the Black Sea.

On Sunday, a Russian reconnaissance plane flew over the Black Sea, near the airspace of Romania, Bulgaria and Turkey, the Turkish Air Force sending four F-16 fighter jets to intercept the Russian plane, according to local Mediafax. No incidents were reported.

Moscow Denounces US Destroyer's Black Sea Patrol

Published April 10, 2014
·Military.com

The U.S. Aegis anti-missile destroyer Donald Cook entered the Black Sea Thursday night in a show of NATO support for regional allies bordering Ukraine that brought quick denunciations from Moscow.

NATO also released satellite photos intended to rebut Moscow's claims that Russian forces poised on Ukraine's borders were conducting routine military exercises not connected to the turmoil in Russian-speaking eastern Ukraine.

The images showed warplanes, tanks and mechanized units parked at more than 100 makeshift bases in a "high state of readiness" on Ukraine's borders, NATO officials said. They said there was no evidence that the units had engaged in exercises.

The images were released as Defense Secretary Chuck Hagel conferred by phone with Ukraine's Acting Minister of Defense Mykhaylo Koval on the Russian takeover of Crimea and the troop buildup on Ukraine's borders.

Hagel "told Minister Koval that the United States will continue to stand with Ukraine," the Pentagon said in a readout of the phone call placed by Hagel as he returned to Washington from his 10-day Asian tour.

In an interview with the Associated Press Wednesday, Air Force Gen. Philip Breedlove, NATO's Supreme Commander, said he had been tasked by the alliance to deliver a plan by next week to counter Russian moves against Ukraine.

Breedlove said his recommendations could include the deployment of American troops to alliance member states in Eastern Europe who feel threatened by Moscow.

Breedlove said he would not "write off involvement by any nation, to include the United States," in the plan that he was to deliver by next Tuesday.

"Essentially, what we are looking at is a package of land, air and maritime measures that would build assurance for our easternmost allies," Breedlove said.

The entry of the destroyer Cook into the Black Sea followed on exercises with the Bulgarian and Romanian navies conducted last month in the Black Sea by the Aegis destroyer Truxtun.

The Russian ITAR-Tass news agency quoted a Russian Defense Ministry official as charging that the presence of the Cook and, previously, the Truxtun represented an attempt by the U.S to bring sea-based missile defense systems closer to Russian territory.

The official also speculated that the Cook might visit the Ukrainian Black Sea port of Odessa to show support for the new government in Kiev.

"It isn't known yet if the ship will call into the port of Odessa to demonstrate the U.S. support for the incumbent illegitimate authorities in Kiev, which owe so much to the Americans for their arrival at power," the Russian Defense Ministry official said.

In a briefing at NATO military headquarters in Belgium, alliance officials said that the satellite images were being released to counter "misperceptions" on the Russian military buildup threatening Ukraine.

"I would assess that this is a force that is very capable at high readiness, and is close to routes and line of communications and has the resources to move into Ukraine if it was ordered to do so," said Brig. Gary Deakin, a British officer who heads NATO's crisis operations center.

"It's parked, it's stopped, but it can move very quickly," Deakin said of the Russian force.

One image was said to show a base at Buturlinovka, an airfield 93 miles from the Ukraine. Deakin said the base had previously been de-activated but the image showed more than a dozen parked warplanes, including Su 27 and Su 30 "Flanker" fighters and Su 24 "Fencer" aircraft, along with MiG-31 "Foxhounds."

Another image taken at Belgorod, 25 miles from the border, was said to show 21 attack and troop-lift helicopters, and the presence of what officers said were motorized rifle regiments, Deakin said.

Russia officials rejected the NATO claims.

"Russia has stated many times that it is not carrying out any unusual or unplanned activity on its territory near the border with Ukraine that would be of military significance," the Russian Foreign Ministry said in a statement

Sweden sanction NATO recon flights through Swedish air space

The government allows the defense alliance NATO to fly through Swedish airspace with advanced radar and combat management aircraft. The decision is the first of its kind. The reason is Russia's military invasion of Ukraine and the increased military activity in our neighborhood.

Swedish government took the decision at its meeting on Wednesday. This according to SvDs [Swedish newspaper] military and civilian sources.

The government's decision, which has not yet been formalized, means a three week permission for NATO. Armed Forces will be instructed to allow passages every other day during the period May 8 to 31. NATO air craft will then be able to fly between Norway and Poland through Swedish airspace.

NATO's aircraft called AWACS, which stands for Airborne Warning & Control System. AWACS aircraft are equipped to monitor air and sea territory at least 400 km away. Normally the aircraft will fly in an oval track during their missions, and can be in the air for eleven hours, without air to air refueling. The big, four-engine aircraft is easily recognizable by a large circular radar antenna mounted as a disk above the fuselage.

The Swedish government's decision is unusual in several ways. On the government's agenda for the Wednesday meeting, nothing about NATO was registered instead it said "access to Swedish territory by military Luxembourg government aircraft." NATO aircraft are registered in Luxembourg, although they are based in Geilenkirchen, Germany. So formally the request the government agreed to was from Luxembourg's government.

Normally, the government only permit occasional overflights for foreign military aircraft or foreign military aircraft flying in and out of a specific Swedish airport.

This is the first time that this kind of permission has been given for a whole series of passages. It is even more extra ordinary that a permit like this has been given for AWACS flights.

Russian strategic bombers conduct more than 16 incursions of US air defense zones
By Bill GertzPublished August 07, 2014Washington Free Beacon

Russian strategic nuclear bombers conducted at least 16 incursions into northwestern U.S. air defense identification zones over the past 10 days, an unusually sharp increase in aerial penetrations, according to U.S. defense officials.

The numerous flight encounters by Tu-95 Russian Bear H bombers prompted the scrambling of U.S. jet fighters on several occasions, and come amid heightened U.S.-Russia tensions over Ukraine.

Also, during one bomber incursion near Alaska, a Russian intelligence-gathering jet was detected along with the bombers.

“Over the past week, NORAD has visually identified Russian aircraft operating in and around the U.S. air defense identification zones,” said Maj. Beth Smith, spokeswoman for U.S. Northern Command and the North American Aerospace Defense Command (NORAD).

Smith called the Russian flights “a spike in activity” but sought to play down the threat, stating the flights were assessed as routine training missions and exercises.

Russian strategic bombers near Canada practice cruise missile strikes on US
By Bill GertzPublished September 08, 2014Washington Free Beacon

Two Russian strategic bombers conducted practice cruise missile attacks on the United States during a training mission last week that defense officials say appeared timed to the NATO summit in Wales.

The Russian Tu-95 Bear bombers were tracked flying a route across the northern Atlantic near Iceland, Greenland, and Canada’s northeast.

Analysis of the flight indicated the aircraft were conducting practice runs to a pre-determined “launch box”—an optimum point for firing nuclear-armed cruise missiles at U.S. targets, said defense officials familiar with intelligence reports.

Disclosure of the nuclear bombing practice comes as a Russian general last week called for Moscow to change its doctrine to include preemptive nuclear strikes on the United States and NATO.

Gen. Yuri Yakubov, a senior Defense Ministry official, was quoted by the state-run Interfax news agency as saying that Russia’s 2010 military doctrine should be revised to identify the United States and the NATO alliance as enemies, and clearly outline the conditions for a preemptive nuclear strike against them.

Yakubov said among other needed doctrinal changes, “it is necessary to hash out the conditions under which Russia could carry out a preemptive strike with the Russian Strategic Rocket Forces”—Moscow’s nuclear forces.

The practice bombing runs are the latest in a series of incidents involving threatening Russian bomber flights near the United States. Analysts say the bomber flights are nuclear saber-rattling by Moscow as a result of heightened tensions over the crisis in Ukraine.

F-22 fighters intercept Russian military planes 55 miles off Alaska
Published September 20, 2014
Associated Press

COLORADO SPRINGS, Colo. – Two F-22 fighter jets intercepted six Russian military airplanes that neared the western coast of Alaska, military officials said Friday.

Lt. Col. Michael Jazdyk, a spokesman for the North American Aerospace Defense Command, or NORAD, said the U.S. jets intercepted the planes about 55 nautical miles from the Alaskan coast at about 7 p.m. Pacific time Wednesday.

The Russian planes were identified as two IL-78 refueling tankers, two Mig-31 fighter jets and two Bear long-range bombers. They looped south and returned to their base in Russia after the U.S. jets were scrambled.

At about 1:30 a.m. Thursday, two Canadian CF-18 fighter jets intercepted two of the long-range bombers about 40 nautical miles off the Canadian coastline in the Beaufort Sea.

In both cases, the Russian planes entered the Air Defense Identification Zone, which extends about 200 miles from the coastline. They did not enter sovereign airspace of the United States or Canada.

Jazdyk said the fighter jets were scrambled “basically to let those aircraft know that we see them, and in case of a threat, to let them know we are there to protect our sovereign airspace.”

In the past five years, jets under NORAD’s command have intercepted more than 50 Russian bombers approaching North American airspace.

NORAD is a binational American and Canadian command responsible for air defense in North America.

Nato reports rise in Russia military flights over Europe

Nato has reported an "unusual" increase in Russian military aircraft conducting manoeuvres over European airspace over the last two days.

A Nato statement said four groups of aircraft, including Tu-95 Bear bombers and MiG-31 fighters, were tracked over seas and the Atlantic Ocean.

Fighter aircraft from Norway, Britain, Portugal, Germany and Turkey were scrambled in response.

Tensions between Russia and Nato states have soared over the Ukraine crisis.

The US and EU imposed sanctions on Russia after its annexation of Ukraine's Crimean peninsula earlier this year.

Ties have been further strained as the West has accused Russia of supporting rebels in eastern Ukraine - a charge Russia has denied.

The Nato statement on Wednesday made no mention of Ukraine.

It said that the "sizeable" Russian flights were unusual for their scale, although no incidents had been reported.

The statement said Russian aircraft were detected flying over the Black Sea, the Baltic Sea, the North Sea and the Atlantic Ocean, prompting fighter jets from Nato member states to intercept and follow them.

Overall, Nato said it had intercepted Russian aircraft more than 100 times so far this year - three times more than it did last year.

"Scrambles and intercepts are standard procedure when an unknown aircraft approaches Nato airspace," the statement said.

However, it said, such flights pose a potential risk to civilian aviation because the Russian military often does not file flight plans or use on-board transponders.

"This means civilian air traffic control cannot detect these aircraft nor ensure there is no interference with civilian air traffic," the statement said.

Aircraft tech key as former Soviet states wean off Russian weapons
By Mark DoylePublished October 31, 2014 FoxNews.com

In the shadow of the recent conflict and the shaky ceasefire between Ukraine and Russian-backed Ukrainian separatists, NATO has enjoyed some resurgence in its post-Cold War relevance. At the same time, the spotlight has fallen on the Ukraine and other former Soviet states, some NATO members, and their readiness to face Russia should Moscow take more direct military action in future.

After years of financial constraints, mismanagement and neglect, concerns over the state of readiness of the former Soviet states armed forces are mounting. One of the key areas of concern is the dependence these states still have on Russian military hardware, and their ongoing reliance on Russia to maintain these weapons systems. In some former Soviet countries it has been concluded that continued dependence on Russian support for Russian-built weapons systems will end with "catastrophic consequences" should any serious direct or proxy military conflict between Russia and its neighbors break out.

Recent media reports quote interim Bulgarian Defense Minister Velizar Shalamanov as stating that Bulgarian reliance on outdated Soviet-era equipment, which requires maintenance in Russia and spare parts manufactured there, meant depending on neighbors Greece and Romania to secure Bulgarian borders during the recent conflict in Ukraine.

In an interview with the BBC earlier this month, Shalamanov highlighted military aircraft and air defenses as an area of concern, noting that "all the radars, all the surface-to-air missile complexes and fighters were produced in the Soviet Union." The minister added that "maintenance, especially of the fighters, depends very much on overhaul of the engines and other equipment in Russia."

Bulgaria is an E.U. and NATO member, yet despite membership of these ‘Western’ institutions, and the potential advantages that should go with belonging to them, the Bulgarian armed forces have still not been able to successfully wean themselves off dependence on Russian-built Soviet-era weapons systems. In his BBC interview, Shalamanov blamed 10 to 15 years of mismanagement of the Bulgarian armed forces for this potentially catastrophic situation.

Other former Soviet states, however, have fared better, opting to mothball Russian-built military planes and replace them with European or American built-alternatives. The Bulgarian Air Force has considered buying used American-built F-16s from Italy or Greece, or alternatively purchasing used Eurofighters from Portugal, according to Shalamanov, much to the annoyance of Russia.

A popular alternative to used F-16s and Eurofighters for a number of former Soviet air forces has been the Swedish-built SAAB Gripen fighter jet.

The Czech Republic, which joined NATO in 1999, has a lease/purchase deal in place for 14 SAAB Gripen aircraft that has recently been extended to run until 2027. The Czech Air Force considered a number of alternatives before opting to lease the Swedish Gripens, reportedly at generous financial terms, including American-built F-16s and F/A-18s, French Mirage 2000’s and Eurofighter Typhoons.

Hungary, which joined NATO with the Czech Republic and Poland, followed a similar path to the Czechs when initially considering fighters from a number of NATO countries, with the F-16 a front runner, before eventually opting for a favorably financed lease/purchase deal for the Gripen. The Hungarian Air Force clinched a lease deal for 14 Gripens in February 2003, with delivery of the planes completed in December 2007. The final deal included financial arrangements for the extensive upgrade of the planes to be delivered to the NATO-compatible “C/D Export Gripen” standard, a significant improvement allowing greater interoperability with other NATO air forces.

Poland and Slovakia are among other former Soviet states considering the Gripen as an option to replace their aging Soviet-era Mikoyan and Sukhoi war planes. Other NATO-built alternatives to the Gripen feature in their considerations, including the American F-35 Lightning II and F/A-18E/F Advanced Super Hornet, the Eurofighter Typhoon, and the French Dassault Rafale, but cost issues may well put the Gripen in pole position, particularly if SAAB offers similar lease/purchase deals to those concluded with the Czech Republic and Hungary.

While tensions between Ukraine and Russia simmer, the immediate crisis with regard to the Kiev’s readiness to conduct a significant military defensive campaign against invading Russian forces may have been averted. However, focus remains sharpened on NATO and the contribution the former Soviet satellite states could make to broader NATO defensive efforts in the face of any future Russian aggression. It is likely that obtaining Western fighter aircraft technology will be a priority for most of the ex-Soviet states in NATO as they seek to wean themselves off dependence on Russian supplied and maintained weapon systems.

UK Sends Warships to Watch Russian Ships in English Channel

Associated Press | Oct 20, 2016 | by Danica Kirka
LONDON (AP) — Britain has deployed warships to monitor a Russian aircraft carrier group and other vessels Thursday as they sailed through the North Sea and the English Channel reportedly en route to Syria's coast.

The frigate HMS Richmond escorted the aircraft carrier Admiral Kuznetsov and its task group in the Norwegian Sea north of the U.K. between Iceland and Norway. The Type 45 destroyer HMS Duncan has sailed from Portsmouth to monitor the group as heads south toward the North Sea.

The Royal Navy regularly shadows ships, and is being supported in this instance by the Royal Air Force. But this Russian deployment is somewhat different, in that only a few countries have the capability to deploy such a force — an aircraft carrier and supporting warships.

"It's a clear and military signal that Russia is back on the international stage," said Peter Roberts, a senior research fellow for sea power and maritime studies at the Royal United Services Institute.

The ships are sailing in international waters, so NATO forces such as those of Norway, the Netherlands and Britain will simply watch them go past without challenge.

The Russian navy deployment will increase its firepower in Syria, where it has conducted an air campaign in support of President Bashar Assad's army for more than a year. It comes amid an offensive by Assad's troops on Aleppo, backed by Russian warplanes, which has caused international outrage.

British Prime Minister Theresa May has urged her European Union partners to unite in condemning Russia's role in Syria and bring an end to what she called Moscow's "sickening atrocities" there.

Russia announced a break in fighting in Aleppo on Thursday, and the Syrian military, using loudspeakers, called on residents to evacuate. There was no sign of such a move.

The pause to allow supplies into the besieged city comes even as a U.S.-backed offensive intensifies to recapture the city of Mosul in Iraq from Islamic State militants.

With turmoil in the Middle East, Russia is keen to show that it is capable of expeditionary warfare in Syria.

"They are off to conduct a mission. They are off to conduct it off Syria," Roberts said. "They are very focused on their mission."

U.K. Defense Secretary Michael Fallon said the military will watch the vessels "every step of the way."
