South Korea mulls importing Iron Dome

The Ministry of Defense is in talks with South Korea's Daewoo Shipbuilding & Marine Engineering Co. Ltd (KSX: 42669) to purchase four patrol boats for the Israel Navy to protect Israel's exclusive economic zone. If the $400 million deal goes ahead, the ministry is expected to demand reciprocal procurements by Korea of the advanced missile interception system made by Rafael Advanced Defense Systems Ltd.

Earlier this year, Korean Aerospace Industries Ltd. (KAI) lost the Ministry of Defense tender for the Air Force's new jet trainer to Italy's Alenia Aermacchi, to Korea's bitter disappointment. Sources close to the issue believe that the new deal to buy Korean patrol boats could ease the disappointment in Seoul. In the bidding for the jet trainers, Korea offered reciprocal procurements centered on the Iron Dome missile interceptor. The offer is partly because of the threat to South Korea from North Korean missiles.

Ministry of Defense director general Udi Shani is reviewing the matter. In addition to buying patrol boats from Daewoo, the ministry is considering other reciprocal procurement offers, including from Lockheed Martin Company (NYSE: LMT), which produces the F-35 stealth jet fighter, which the Air Force will use; a German shipyard; or for the patrol boats to be built by Israel Shipyards Ltd. The Ministry of Defense has already considered and dropped the idea of procuring US patrol boats, because of their high cost. Production of the boats in Israel was also dropped after staff work by the Ministry of Defense and Ministry of Finance because of the need for heavy investment in the necessary infrastructure.

Unveiling Iron Dome to the world

The Navy's new ships will carry state-of-the-art technologies, command and control systems, and combat systems built by Israeli companies. The decision which shipyard will build the ships will be made in a few weeks.

Defense sources say that, regardless of the ships deal, the Ministry of Defense will continue its efforts to sell Iron Dome to other countries, and it has displayed the system at defense shows around the world for this purpose. The sources say that South Korea is a market for the Iron Dome regardless of the deal for patrol boats.

The Ministry of Defense said today, "Manufacturers in four countries are bidding to sell patrol boats for the Israel Navy's needs. Belying the reports, the Ministry of Defense makes it clear that no decision has been made on the matter. The defense establishment is examining the various offers in order to obtain the best result for the needs of the Navy and the State of Israel. When a decision is made, we will announce it through the usual channels."

Israel developing next-generation missile defense system with help from Raytheon
Developed with US, missile shield faces tough new tests

WASHINGTON — Israel’s ability to shoot down hundreds of rockets fired by Hamas militants this past week has been hailed as a breakthrough in missile defense. But, military analysts warn, the real challenge is only beginning.

Unlike the homemade, rudimentary rockets used by Hamas, thousands of sophisticated missiles with greater ranges and payloads are being stockpiled in Lebanon by Hezbollah, another militant group. Israel’s leaders, who consider these weapons and longer-range missiles from Iran potential threats, have turned to engineers from Waltham-based Raytheon Co. to help develop the next-generation interceptor missile.

A critical test of the system, called the Stunner, is set for Israel’s Negev Desert in coming days.

Israelis are counting on the missile to become the centerpiece of their defense shield, known as David’s Sling. US officials involved in the program and several independent specialists said the engineering challenge they face is aptly captured by the reference to the Old Testament mismatch between David and Goliath.

“The problem you run into is it is a much more difficult target, which means your missile interceptor needs to be very capable,” said Theodore A. Postol, professor of science, technology, and national security policy at the Massachusetts Institute of Technology and former adviser to the US Navy.

David’s Sling is designed to complement Israel’s current system, dubbed Iron Dome, which destroyed nearly 400 incoming rockets from Gaza in the latest conflict. Iron Dome batteries are outfitted with a radar sensor designed to determine within seconds of launch which rockets are headed for populated areas. Only then does the system engage the most threatening rockets with a missile, known as the Tamir.

Israeli officials say they had a 90 percent success rate in knocking down such rockets from Gaza. The assertion could not be independently verified.

Hezbollah’s missiles, designed by Iran and Russia and smuggled from Syria, are capable of traveling faster and reaching virtually all of Israel — a range of more than 150 miles. They also contain a guidance system that makes them a greater threat to populated areas, according to officials.

“It is not just Hezbollah,” said Gabriel Scheinmann, a visiting fellow at the Jewish Institute for National Security Affairs in Washington. “There is also the threat of Scud missiles, especially if you are looking at what is going on in Syria,” where a civil war is igniting concerns about that country’s massive stockpile of missiles and chemical weapons. Russian-built Scuds are capable of traveling hundreds of miles and can carry large warheads.

Israel’s defense industry developed the Iron Dome, with $200 million in financing from the United States so far. A US defense bill calls for spending another $600 million for additional batteries and replacement missiles. Raytheon’s role in David’s Sling has been funded by the Israeli firm Rafael, for a total of about $130 million over the past three years, according to public records.

If the system proves viable, additional funding could come from the United States.

The technology “is designed to defeat a variety of short-range ballistic missiles, large caliber rockets and cruise missiles,” according to Raytheon.

One major difference, according to experts, is that the new interceptor missile should be able to be redirected in mid-flight, to account for changes in the trajectory of the incoming weapon. Under the Iron Dome system, once the operator fires the interceptor missile, its course cannot be modified.

John B. Patterson, a spokesman for Raytheon Missile Systems, based in Tucson, Ariz., declined to comment.

“They are working hard to get David’s Sling operational,” said a Raytheon official who was not authorized to speak publicly about the project or the upcoming test in Israel. “The hope is it will be able to knock out a variety of targets.”

Raytheon has not been involved in Iron Dome.

It was Raytheon whose Patriot missile batteries — initially designed to shoot down aircraft — were deployed to Israel during the 1991 Persian Gulf War when Iraq was launching Scud missiles at the Jewish state. While their effectiveness was hailed at the time, later assessments concluded the system was not particularly effective.

The Patriot system has been upgraded and is in the arsenal of several nations, including Israel, though it is not considered ideally suited for the country’s close quarters with its neighbors. The response time to deflect an incoming missile is exceedingly small, requiring a more sophisticated system.Continued...

UN calls on Israel to open nuclear facilities

UNITED NATIONS (AP) — The U.N. General Assembly has overwhelmingly approved a resolution calling on Israel to quickly open its nuclear program for inspection and backing a high-level conference to ban nuclear weapons from the Middle East which was just canceled.

All the Arab nations and Iran had planned to attend the conference in mid-December in Helsinki, Finland, but the United States announced on Nov. 23 that it wouldn't take place, citing political turmoil in the region and Iran's defiant stance on nonproliferation. Iran and some Arab nations countered that the real reason for the cancellation was Israel's refusal to attend.

The resolution, approved Monday by a vote of 174-6 with 6 abstentions, calls on Israel to join the Nuclear Nonproliferation Treaty "without further delay" and open its nuclear facilities to inspection by the International Atomic Energy Agency. Those voting "no" were Israel, the U.S., Canada, Marshall Islands, Micronesia and Palau.

Resolutions adopted by the 193-member General Assembly are not legally binding but they do reflect world opinion and carry moral and political weight.

Israel refuses to confirm or deny it has nuclear bombs though it is widely believed to have a nuclear arsenal. It has refused to join the Nuclear Nonproliferation Treaty, or NPT, along with three nuclear weapon states — India, Pakistan and North Korea.

The Arab proposal to create a weapons-of-mass-destruction-free zone in the Mideast, and to pressure Israel to give up its undeclared arsenal of perhaps 80 nuclear warheads, was endorsed at an NPT conference in 1995 but never acted on. In 2010, the 189 parties to the 1970 treaty called for convening a conference in 2012 on the establishment of a WMD-free zone in the Middle East.

The resolution, which was approved by the assembly's disarmament committee before the conference was cancelled, noted the decision to hold it "with satisfaction."

But Israel has long said there first must be a Mideast peace agreement before the establishment of a Mideast zone free of weapons of mass destruction. The region's Muslim nations argue that Israel's undeclared nuclear arsenal presents the greatest threat to peace in the region.

The Israeli government had no immediate comment on Monday's General Assembly vote.

Last week, the General Assembly upgraded the Palestinians to that of a nonmember observer state, endorsing an independent Palestinian state in the West Bank, east Jerusalem, and the Gaza Strip.

Just before Monday's vote, Iranian diplomat Khodadad Seifi told the assembly "the truth is that the Israeli regime is the only party which rejected to conditions for a conference." He called for "strong pressure on that regime to participate in the conference without any preconditions."

Israeli diplomat Isi Yanouka said his country has continuously pointed to the danger of nuclear proliferation in the Mideast, singling out Iran and Syria by name.

"All these cases challenge Israel's security and cast a dark shadow at the prospect of embarking on a meaningful regional security process," he said.

"The fact that the sponsors include in this anti-Israeli resolution language referring to the 2012 conference proves above all the ill-intent of the Arab states with regard to this conference," Yanouka said.

Syrian diplomat Abdullah Hallak told the assembly his government was angry that the conference wasn't going to take place because of "the whim of just one party, a party with nuclear warheads."

"We call on the international community to put pressure on Israel to accept the NPT, get rid of its arsenal and delivery systems, in order to allow for peace and stability in our region," he said.

The conference's main sponsors are the U.S., Russia and Britain. British Foreign Office Minister Alistair Burt has said it is being postponed, not cancelled.

While the United States voted against the resolution, it voted in favor of two paragraphs in it that were put to separate votes. Both support universal adherence to the NPT, and call on those countries that aren't parties to ratify it "at the earliest date." The only "no" votes on those paragraphs were Israel and India.

44 Skyhawks For Sale

Israel's Ministry of Defense is attempting to sell the IAF’s fleet of Skyhawk aircraft in light of the acquisition of the new Italian trainer aircraft

The SIBAT department of the Israeli Ministry of Defense is calling defense entities, militaries and countries from around the world and inviting them to acquire the fleet of Skyhawk aircraft which have been in IDF service since the 1960s.

The Skyhawk was the first fighter aircraft that the United States agreed to sell to Israel, and the Israeli Air Force began using the aircraft in 1967. Today, the aircraft are used for combat training and instruction in the framework of the IAF’s flight course, and the sale comes as part of the preparation for when the IAF receives the new Italian M-346 trainer aircraft.

During the recent operation Pillar of Defense in Gaza, the IAF used the Skyhawk aircraft for casting notices above the Gaza Strip. The Ministry of Defense is interested in selling the 44 Skyhawk aircraft for several dozen millions of US dollars. The aircraft is expected to be taken out of service in the coming year. If there is no response in the next five years, the aircraft will apparently be transferred for scrapping.

F-16 jet engines stolen from Israel airbase

Military police call incident ‘grave’; no signs of forced entry found, leading to suspicions that thieves had help

In what is being called the first inside heist of its kind, thieves on an air force base in the center of the country reportedly made off with several F16 engines over the last several days, apparently helped by someone working at the site.

Hebrew news website Walla, which based its report on sources in the air force, said an investigation had been opened into the theft.

Military police suspect that the thieves had inside help from a civilian or a soldier serving on the base, since they found no signs of forced entry, meaning the thieves were able to come and go through the base’s gate.

Officials do not have a suspect and are not sure what the engines may be used for, or if the thieves were in fact just after metal. An army source called the incident “grave” and said it was the first of its kind.

In June of last year, military police opened an investigation after reports surfaced that several F15 and F16 jet engines had been stolen from the Tel Nof air base, near Rehovot. Military officials at the time would only confirm that airplane parts had been stolen.

Arms theft has been an issue for the army over the last several months. In May, two all-terrain vehicles were stolen from the Ketziot army base in the south of the country, and in January, some 1,500 tank shells were snatched from another base in the south.
